PROBLEM TO BE SOLVED: To solve problems that a heating roller to be used for an image forming substance removing device is provided with an elastic body layer 102 made of heat-resistant and soft rubber such as foaming silicone rubber to secure nip width, but the heat conductivity of the foaming silicone rubber is low, the thermal change of a heater 103 for the roller is transmitted to the outer periphery of the roller and it takes much time to raise the temperature of the roller up to a prescribed temperature, so that rising time at the start of operation and recovery time from a stand-by state are long, irregularity in the temperature distribution of the surface is easily generated and irregularity in the removal of the image forming substance is generated. SOLUTION: A heat-resistant tube 105 having elasticity is formed on a position separated by a prescribed length from the outer periphery of a pipe-like core 101 formed by a high heat conductive material, space between the tuber 105 and the core 101 is filled with a high heat conductive substance 104 and the heater 103 for the roller is formed on the center part of the pipe-like core 101 as a heating means to constitute the heating roller.
