PROBLEM TO BE SOLVED: To facilitate the creation of wheel information with stable accuracy regardless of whether a vehicle is accelerating or decelerating in technology for creating wheel information on wheels on the basis of signals related to the quantity of state of the wheels and sequentially outputted with the rotation of the wheels. SOLUTION: This wheel information creating apparatus is provided with a rotor provided with a plurality of teeth aligned along a circumference to rotate with a wheel; a detector provided for a vehicle body to output signals indicating time intervals Tw for sequentially detecting the plurality of teeth one by one with the rotation of the rotor; and a signal processing device for creating the wheel information on the basis of the time intervals Tw indicated by the output signals of the detector and creating the wheel information by removing the time intervals Tw during a variation period (for example, during the N-th rotation of the wheel) when the state temporal variation of the time intervals Tw is of a set state or higher.
