PROBLEM TO BE SOLVED: To provide a burner, using kerosene as a fuel, and a cooking stove using it which keeps excellent combustion state and has an excellent maintenance property. SOLUTION: An inclined surface 4 which inclines obliquely upward to an outer circumference side is provided and a flame port plate 2 in a ring shape with a number of longitudinal slit flame ports 7 vertically formed on the inclined surface are provided for this burner. Bottom plates 3 for connecting an inner circumference end part 10 and an outer circumference end part 9 are respectively provided at the inner circumference end part 5 and the outer circumference part of the flame port plate. In the flame port panel, a no-flame-port area 15 is provided between the inner circumference end part and the slit flame port and the inner circumference end part 5 is inclined obliquely downward to the inner circumference side. Thus, the burner 1 which is impermeable against boiling-over can be realized as cooking liquid flows out along the downward inclination of the inner circumference end part and the non-flame-port area 15 is less affected by thermal expansion and contraction, abnormal sound is not generated and fine combustion is maintained.
