A fuel injection device and a method of an internal combustion engine, and a fuel injection valve are provided to enable an optimum spray state corresponding to a change of an engine operation state like engine temperature and engine load. A fuel injection device of an internal combustion engine comprises a fuel injection valve(103) arranged to a suction port(102) of the upstream side of a suction valve(104) of the internal combustion engine; a detectors detecting an operation state of the internal combustion engine; a spray state change device for changing a spray state of the fuel injection valve; and a control unit(120) controlling the spray state change device on the basis of the operation state.
