PROBLEM TO BE SOLVED: To provide a new method for improving the water quality of a lake, or the like, and solving the problems that, in the conventional method where a light shielding member for improving water quality is floated on the water surface of the lake, or the like, and light is shielded to suppress the generation of algae, the scene of the lake, or the like, is damaged by the light shielding member, and that the light shielding member is made to flow or destroyed by strong wind caused by typhoons, tornados, or the like, by elaborating an installation method for the light shielding member from the formation of an immobile layer, and to provide a device therefor. SOLUTION: In the method for improving water quality where the propagation of algae in the lake, or the like K1, is suppressed by a light shielding member S1, when water in the lake, or the like K1, circulates through the inside of the water in the lake, or the like K1, as a drift current P and a countercurrent Q by the action of wind A, or the like, the light shielding member S1 is arranged in the water along an immobile layer F formed on the boundary between the drift current P and countercurrent Q, and light shielding is performed to the lake, or the like K1, so as to obtain a required light shielding rate.
