PROBLEM TO BE SOLVED: To provide a module designing device and a module designing method which can design a module configuration optimal to the cost reduction of a prescribed system. SOLUTION: Breakage probability information, relating to a relation between breakage probability, and a use time concerning each of a plurality of equipment and the acceptable value of the breakage probability in a predetermined system and information relating to costs related to the predetermined system are inputted to an arithmetic unit, and the module configuration of the predetermined system targeting the miniaturization of total costs is solved as an optimization problem, based on a predetermined problem solving algorithm, using the breakage probability information and the allowable value.
