PROBLEM TO BE SOLVED: To provide a cogeneration system in which even when power-supply is suspended under abnormal conditions, etc., a bypass damper can be surely switched without leak of exhaust gas, and even when the system is increased in size, cost advantage can be maintained. SOLUTION: A bypass 11 is provided in an exhaust-gas path 10 through which exhaust gas from a gas turbine 2 is introduced into a heat-exchanger 8 for exhaust-heat recovery. A bypass damper 12 is provided in the inlet part of the bypass 11. The bypass damper 12 is controlled to be opened/closed by an air cylinder driven by compressed air from a compressor 3.
