PROBLEM TO BE SOLVED: To provide a flapping device capable of efficiently performing a rotating motion of a horizontal direction in the air by providing a mechanism for making a horizontal component of force exerted on fluid by a left wing and a horizontal component of force exerted on fluid by a right wing asymmetrical. SOLUTION: This flapping device has a function for making horizontal right (left) direction force of force exerted on fluid by the wing parts, larger than horizontal left (right) direction force in the time average between a series of beat-down operations and beat-up operations.
