PROBLEM TO BE SOLVED: To provide a floor cover which includes a woody resin expansion-molded body excellent in woody touch and recycling efficiency, as a base material, and has high flame retardancy imparted thereto without excessively increasing the loadings of a flame retardant. SOLUTION: The floor cover is formed of the woody resin expansion-molded body 1 which is produced by foaming 13 and contains therein a thermoplastic resin 11 such as a polyolefine resin and a woody filler 12 such as wood flour; and a decorative sheet 2 which is superposed on a surface of the woody resin expansion-molded body and contains therein a thermoplastic resin similar to the thermoplastic resin 11 contained in the woody expansion-molded body 1. Herein the woody resin expansion-molded body 1 is radiated with electron beams,γbeams, or the like at an exposure on the order of 1 to 100 kGy to subject the thermoplastic resin to cross-linking, which imparts the flame retardancy to the floor cover.
