A form changing/encoding device includes: a calculation section for calculating difference data between before-change form data representing an object form before a form changing and after-change form data representing an object form after the form changing; and a decision section for deciding an action region where the form change of the object has been generated and an external force to be applied to the action region for the form change according to the before-change form data and the difference data. The action region includes a plurality of small regions. Each of the small regions includes a plurality of control points. The external force is calculated as an external force required for changing the small regions independently from one another before and after the form change according to each physical model structure of the small regions. A physical model structure in which control points are connected by a spring and a damper is used.
