An electrochemical cell electrode comprises a porous metal substrate having one major surface in intimate contact with a catalyst layer throughout which an electrochemically active metal and a hydrophobic polymer are uniformly dispersed and a second major surface entirely free of said metal and polymer. In use the uncoated surface faces the electrolyte of the cell. Suitable substrate metals include Ni, Cu, Fe, Ta, Zr, Au, Ag, Pt, Pd, Os, Ir and Ru. Suitable catalytic metals include noble metal blacks, e.g. Pt, Ru, Pd, Os, Ir, Rh and alloys thereof, and also Cu, Ag, Ni, Au and Co. The polymer may be P.T.F.E., polystyrene, polyethylene, polytrifluorochloroethylene, polyvinyl fluoride, polyvinylidene fluoride and copolymers. The catalytic layer may be covered by a thin film of the polymer, and may be applied by rolling on as an aqueous dough or by spraying. Blockage of the pores of the substrate may be avoided by temporarily filling these, e.g. with polyvinyl alcohol which may be dissolved out in water, or with a frozen liquid. In Examples, a porous nickel sheet is coated on one surface with an aqueous mixture of Pt black and P.T.F.E. in one layer (70 : 30 wt. per cent), or in two layers (90 : 10 then 70 : 30 wt. per cent), each of which is used directly or further coated with P.T.F.E. in a hydrogen/ oxygen fuel cell (28% aqueous KOH electrolyte).
