PROBLEM TO BE SOLVED: To provide an optical information recording medium of which the signal quality is excellent even in high-density recording into a translucent information layer, and its manufacturing method and a device.

SOLUTION: This optical information recording medium is formed with at least a translucent information layer between a disk-shaped transparent substrate and a protective substrate. The information layer has a spiral groove for guiding a light beam, and a recording film which allows information to be recorded and reproduced by presenting a change between at least two states optically detectable by the irradiation of the light beam from the transparent substrate side. And also the thickness difference of slant faces at the inner circumference side and the outer circumference side of the groove is ±10% or less in all the areas where recording and reproducing are performed.
