<p><P>PROBLEM TO BE SOLVED: To provide a working device and a working method for soldering or the like in which works mixedly containing parts different in heat resistance can be rapidly and locally heated by converging light from a light source, without causing heat damage to a substrate or parts, and also to provide a production facility using the device and the method. <P>SOLUTION: This working device comprises a light source for emitting the optical energy when joining the works, an optical means for guiding the optical energy from the light source to a joining position, and a table for placing the works thereon, with a heating means for heating the work provided on the table. In the working method, a mask is arranged which is provided with a passing section for passing the optical energy emitted to the joining position and a cut-off section for intercepting the optical energy emitted to parts other than the joining position.
