PROBLEM TO BE SOLVED: To provide a traffic congestion information provision system of an interchange and a navigation device capable of informing a driver of a congestion information at the interchange of a highway in advance. SOLUTION: Required passage time in a section D from an exit of a main track of the to a tollgate of the highway is counted by an onboard machine 1<SB>-2</SB>, counted time information is transmitted to a server device 5 and counted time information at each interchange is transmitted from the server device 5 to an onboard machine 1<SB>-1</SB>provided to a vehicle traveling on the main track of the highway. The congestion information (which interchange is how congested?) at each interchange is confirmed on a screen in advance while the vehicle travels on the highway by displaying the measured time information as congestion information.
