<P>PROBLEM TO BE SOLVED: To simply and reasonably perform change processing when a user wants to change dealers. <P>SOLUTION: Respective dealers are provided with a terminal device for mail distribution, the user's car is provided with an on-vehicle terminal, and information including guidance mail can be exchanged between the dealers and the user's car through an information center. When the on-vehicle terminal performs user registration in a terminal device of a dealer, guidance mail is distributed in accordance with a condition (P1, Q1).
