<P>PROBLEM TO BE SOLVED: To provide a method of realizing a contract method for content purchase, an operation server and a providing server that reduce a burden on a content provider and simplify an entire system. <P>SOLUTION: An operating company manages content information provided by a content provider. The managed information is, for example, "Content URL/Charged (Price)/Free". When receiving a content access request from a cellular telephone, the operating company uses a database prepared by the operating company to check whether the content is "Charged" or "Free". If the target content is "Charged", the database prepared by the operating company is used to check whether it has been "Purchased" by the cellular telephone in question. A "Purchased" flag triggers a content reference request to the content provider.
