<P>PROBLEM TO BE SOLVED: To provide a gas diffusion member securing a water draining property at a downstream area at a gas outlet side while restraining the desiccation of an electrolyte film by adopting a multi-layer structure having a coarse layer and a dense layer, advantageous for a supply of an activator at the downstream area at the gas outlet side, and to provide a manufacturing method of the same, and a fuel cell. <P>SOLUTION: The gas diffusion member has the multi-layer structure composed of the coarse layer 8 having relatively low density, gas permeability for transferring gas at a gas distribution plate to a catalyst layer, and conductivity, facing a gas distribution plate of which the one side in the direction of thickness faces a catalyst layer, and the other side in the direction of thickness faces a gas distribution plate; and the dense layer 9 having density relatively higher than that of the coarse layer, facing the catalyst layer.
