<p><P>PROBLEM TO BE SOLVED: To provide an instruction input device for executing instruction input by a natural operation with superior operability without constraints, and to provide an instruction input system, an instruction input method and a program . <P>SOLUTION: An operator moves an LED to a pointing direction. A 3D measuring device 20 detects rays of light emitted from the LED moving according to the operation of the predetermined site of the operator, and a personal computer body 32 detects the acceleration and speed of the LED based on the measured position information, and calculates a speed vector S from the speed at that time. Then, a cursor is displayed at the pointing position of the screen of a display 42.
