PROBLEM TO BE SOLVED: To provide an electrodeless discharge lamp lighting device and an illumination device wherein a lower limit of light control of the electrodeless discharge lamp can be set lower. SOLUTION: Although during a period before a PWM signal is switched to H (high) at a time T=t3, a coil voltage Vcoil is previously used to be constant by a voltage Va, because a converter circuit 16 increases an output voltage Vf gradually from the voltage V2 to the voltage V4 (V4<V3), an action frequency finv of an inverter circuit 13 is made to be increased from a frequency f2 to the frequency f4 (f4<f3), and by this, the coil voltage Vcoil is made to be gradually decreased from the voltage Va to Vb (Vb>Voff).
