PROBLEM TO BE SOLVED: To provide a seal for preventing leakage of a filler, which is mounted inside a support of a foundation structure, and which can surely prevent the filler, infilled into a gap part between the support and a pile, from being leaked into the sea; and to provide a construction method for the foundation structure, which enables construction work to be smoothly and rapidly performed without pollution of the sea, when the foundation structure is installed on the ground of the sea bottom, which is excellent in workability because complicated mounting work does not have to be performed on a job site, and which is excellent in constructibility because the number of man-hours is remarkably reduced. SOLUTION: In the seal 1 for preventing the leakage of the filler, an annular base part 3 which is arranged and fixed on an inner wall of the support Y, an annular protrusion 4 which is provided in such a manner as to protrude from the base part 3, and an annular inclined part 5 which is elongated from a leading end of the protrusion 4 are integrally formed of an elastic body such as a rubber. The construction method for the foundation structure comprises a process for arranging and fixing the base part, a process for fixing a mounting member, an installation process, a pile driving process, and a filler injection process.
