PROBLEM TO BE SOLVED: To provide constitution of a substrate or an optoelectronic device that can suppress deterioration in display quality due to the variations in visual characteristics with the wavelength of display light as to a color filter substrate having a color filter and a reflecting layer or the optoelectronic device.

SOLUTION: This color filter substrate 10 has a color filter 14 including a plurality of kinds of colored layers 14R, 14G, and 14B having different hues and a reflecting layer 13 having a light-diffusive reflecting surface 13a on a color-filter side surface arranged on a substrate 11 and reflection areas 13R, 13G, and 13B which are provided corresponding to at least two kinds of colored layers and have mutually different light scattering characteristics provided on the reflecting surface.
