PROBLEM TO BE SOLVED: To prevent display quality from being spoiled, by adjusting a screen in data embedding. SOLUTION: Digital data can be embedded into color/gray scale digital data in high speed by being switched between a group of multi-level screens and a quantization portion. The steps for generating the group of multi-level screens include the step of generating each multi-level screen by selecting a group of colors so as to have colors to be outputted from the multi-level screens, the step of performing a screen process on input digital media by using a dither matrix and a group of level matrixes by the produced multi-level screen, and the step of generating an output after selecting one of the level matrixes based on a message symbol to be embedded in pixel positions in relation to each selected number of the pixel positions in the input digital media.
