PROBLEM TO BE SOLVED: To adjust a parameter of digital watermark pattern to be embedded as sub information for identifying digital content. SOLUTION: A decoding means 102 acquires and decodes encoded information from content. A content information calculation means 103 calculates an in-frame feature amount from RAW data created by the decoding means. A watermark pattern generation means 104 generates a digital watermark pattern based on digital watermark information and adjusts the digital watermark pattern on the basis of the information obtained from the content information calculation means. A pattern superimposing parameter calculation means 105 calculates a superimposing parameter such as a strength in superimposing a digital watermark from encoded data for each frame. A watermark pattern superimposing means 106 superimposes the digital watermark pattern on the RAW data according to the watermark pattern superimposing parameter.
