PROBLEM TO BE SOLVED: To solve a problem in heat transfer promotion using a flow deflection plate, in which placing a single long flow deflection plate in the width direction of a heat radiation surface causes the heat transfer amount, which once increases immediately after the deflection plate, to deteriorate as it moves toward the downstream side (upper side) and eventually to become lesser than a case without the deflection plate, and to increase the heat transfer amount in a wider flow range. SOLUTION: A plurality of deflection plates are arranged with an interval in the width direction of the heat radiating surface to significantly increase the heat transfer amount to more than a case with a single long flow deflection plate. The heat transfer deterioration is suppressed even in the downstream part of the flow deflection plate. In addition, a plurality of such rows of deflection plates can be incorporated in the height direction of the heat radiating surface with a certain interval, enabling wide range of facilitation of the heat radiation surface.
