PROBLEM TO BE SOLVED: To realize a developing device, an image forming device, and an image formation system by which the deterioration of picture quality can be suitably prevented. SOLUTION: In the developing device comprising: a developer carrier for carrying liquid developer; a developer supply member having a recessed part on the surface and capable of supplying the liquid developer held in the recessed part to the developer carrier by bringing the surface in press-contact with the developer carrier; and a regulation means for regulating the quantity of the liquid developer on the developer supply member to develop a latent image carried by the image carrier by the liquid developer carried by the developer carrier, the quantity of the liquid developer held in the recessed part is regulated by the regulation means and the quantity of the liquid developer before its supply to the developer carrier is less than the capacity of the recessed part for holding the liquid developer.
