PROBLEM TO BE SOLVED: To perform longitudinal column connection encoding and longitudinal connection encoding modulation on input data.

SOLUTION: An encoder is composed of: outer codes of an encoding rate k/p wherein the way of selecting an output bit stream to be inputted to an inner code IIR component of dqf0>1 is increased as much as possible; an interleaver wherein a bit stream to be inputted to an inner code FIR component and the bit stream to be inputted to the inner code IIR component are not mixed; inner codes of an encoding rate p/p each composed of one FIR input component and (p-1) IIR input components; and a modulator wherein bdfreeis smaller than or equal to a fixed value determined for each modulation scheme.
