PROBLEM TO BE SOLVED: To perform acceleration and band widening of a subscriber line access line. SOLUTION: A multiplex / demultiplex part 51 distributes a plurality of IP packets from terminal equipment 80-1 to each of a plurality of ADSL line interfaces 60-1, 60-2 and 60-3 for each IP packet. Each of the plurality of ADSL line interfaces 60-1, 60-2 and 60-3 converts the distributed IP packets to ATM cells, converts them to ADSL line signals further and sends them to a DSLAM 20 through each of a plurality of ADSL lines 203-1, 203-2 and 203-3. The DSLAM 20 takes out the IP packets from the respective ADSL line signals transmitted from each of the plurality of ADSL lines 203-1, 203-2 and 203-3 and multiplexes the IP packets. Inversely, the multiplex / demultiplex part 51 takes out the IP packets from the respective ADSL line signals transmitted from the DSLAM 20 through the plurality of ADSL lines 203-1, 203-2 and 203-3, multiplexes the IP packets and sends them to the terminal equipment 80-1 by line signals.
