PROBLEM TO BE SOLVED: To provide a circuit board which evaluates characteristics of a conductive paste layer and decides normality/defectiveness, in a circuit board having the conductive paste layer. SOLUTION: A circuit board 100 includes: conductor patterns 2b, 2d, 2e formed on a surface of an insulating base material 1; lower insulating layers 3a, 3b, 3c which are formed over the conductor patterns 2b, 2d, 2e, and include openings 3ah, 3ai partially exposing the conductor patterns 2b, 2d, 2e; a conductive paste layer 4 that is formed on the lower insulating layers 3a, 3b, 3c, and is connected to the conductor patterns 2d, 2e exposed in the opening 3ah; and an upper insulating layer 5 formed over the conductive paste layer 4.
