PROBLEM TO BE SOLVED: To provide an inorganic-powder-containing resin composition which is a raw material for a membrane-forming material layer capable developing excellent cohesive force (strength) without having an increased binder content and excellent also in adhesion to a substrate and to provide a membrane-forming material layer comprising the composition, a transfer sheet, a dielectric layer, a method for producing a dielectric-layer-formed substrate, and a dielectric-layer-formed substrate. SOLUTION: The inorganic-powder-containing resin composition comprises an inorganic powder and a binder. The binder comprises a (meth)acrylic polymer having a weight-average molecular weight of 50,000 to 500,000 and a glass transition temperature of -70 to 30°C, containing carboxy groups in the molecule, and having an acid value of 0.5 to 5 KOHmg/g.
