A composition for skin whitening is provided, which composition inhibits formation of melanin to inhibit pigment darkening and enhances discoloration and freckles without side effects in the skin. The composition for skin whitening comprises 0.00001 to 5.0 wt.% of a phloroglucinol-based compound selected from a compound of formula (1), a compound of formula (2) and a mixture thereof, wherein the phloroglucinol-based compound is extracted from Baeckea frutescens with a solvent selected from methanol, chloroform and a mixture thereof; and the composition has a formulation selected from external ointment, essence, nutrition cream, soft cosmetic water, nutritive cosmetic water and pack.
