A system for offering remote political training education contents and trading discussion contents through the Internet, and a service method thereof are provided to offer a field to make a member receive discussion education of a high quality and join in Internet discussion, and smoothly operate discussion education contents by processing commitment education and introduction of each education institution/speech academy/political training institution. A member is registered to a homepage(S1). The education institution, the speech academy, and the political training institution are registered by making a contract. An operator fixes a discussion theme for each category, and builds the contents and equipment to offer Internet real-time discussion broadcasting and AOD(Audio On-Demand)/VOD(Video On-Demand) services(S3). The operator offers contents data requested from the member(S4). The operator introduces the education institution, the speech academy, and the political training institution for the commitment education(S5). The education institution, the speech academy, and the political training institution use the needed data with charge or trade the held data(S6).
