Development of burn therapy drugs using beta-chitosan matrices is provided, which beta-chitosan matrices has improved wound-treating effect and antibiotic activity, prevents infection of wound by bacteria, and is dissolved by lysoenzyme from the human body, so that the beta-chitosan matrices can be naturally dissolved and a scar can be small or eliminated. The method for producing a chitin and chitosan film for the gauze substitution comprises the steps of: dissolving chitosan having molecular weight range of 140 to 200,000 dalton in 1% acetic acid solution; dipping the chitosan in 0.1 to 2N NaOH; treating the chitosan with 0.1M to 3M anhydrous acetate, anhydrous asphatidic acid, anhydrous glutamic acid and other organic anhydride; and washing the chitin derivative film with methanol, ethanol or phenol, wherein the chitin and chitosan film comprises wound treating and cell growth stimulating drugs; and the wound treating and cell growth stimulating drugs include 3.5 mg/g of neomycin sulfate, 10 mg/g of hydrocortison acetate and 2 mg/g of benzoic acid.
