PURPOSE: An apparatus and a method for measuring heat dissipation are provided to precisely measure heat dissipation under small heat dissipation. CONSTITUTION: An apparatus for measuring heat dissipation includes a first container(2), in which a heating member(1) is placed in order to make heat-exchange with secondary fluid introduced into the first container(1), and a second container(5) in which a dummy heater is placed in order to make heat-exchange with secondary fluid introduced into the second container(1). The first container(2) has a shape identical to the shape of the second container(2). A first duct and a second duct are connected to the first container(2) and the second container(5), respectively. A temperature measurement unit is positioned in the first and second ducts in order to measure the temperature of the secondary fluid.
