PURPOSE: A flat fluorescent lamp is provided to achieve improved luminous efficiency by removing a non-light emitting region caused due to a flat spacer through the use of a spacer unit having a layer-laminated structure. CONSTITUTION: A flat fluorescent lamp comprises a spacer unit(17), a side wall(15), and a plurality of front plates(11). The spacer unit includes a rear plate(13) on which two base layers(19a,19b) are laminated; an intermediate transparent layer(21) covering the base layers; upper transparent layers(23a,23b) formed into two columns on the intermediate transparent layer. The side wall is formed on the rear plate such that the side wall covers and seals the spacer unit. The front plates are arranged on the side wall and the spacer unit so as to form a discharge space.
