PURPOSE: A clutch operating device is provided to decrease shock and noise in coupling a clutch by connecting slowly the clutch with delaying the time and moving down a second cable slowly. CONSTITUTION: A clutch operating device is composed of a first cable(12) coupled to a clutch pedal(10); a second cable(22) connected to a release fork; and a connecting unit for linking the first and second cables to restrict a clutch from being suddenly connected by hydraulic pressure in coupling the clutch. The connecting unit comprises a housing of which one side is combined to the first cable by a rubber(14); a cylinder(18) fixed to the outer side of the housing; a hydraulic regulating unit for adjusting the hydraulic pressure in the cylinder; and a movable member(20) moved vertically in the cylinder according to the hydraulic pressure, wherein the second cable is coupled to a front end of the movable member.
