PURPOSE: An apparatus and a method for originating an emergency call by using a cable modem are provided to meet a trend demanding an emergency call function through a PSTN backup circuit and a stabilized PSTN by providing an Internet call service using a cable modem. CONSTITUTION: A storage unit(23) stores a plurality of emergency phone numbers. When the first digit with respect to a phone number is generated from a phone connected to a cable modem and a phone number corresponding to the first digit is identical to at least one of the emergency phone numbers stored in the storage unit(23), a controller(22) provides a control signal for generating digits of the corresponding emergency phone number according to a type of a user's phone. A signal transmitter(25) generates the second digit corresponding to the emergency phone number according to the control signal provided from the controller(22), and transmits the second digit with respect to the generated emergency phone number to a PSTN through a PSTN backup line connected to the cable modem.
