PROBLEM TO BE SOLVED: To provide an image forming apparatus which can form an image of high image quality on a recording medium by stabilizing the temperature at the time of starting heating in treatment to form the image by heat treating the recording medium. SOLUTION: The image forming apparatus forms the image by heating the recording medium while carrying the recording medium in the state of holding the recording medium between the outer peripheral surface of a heating drum 52 and an endless belt 60. At this time, preheating means 78 and 80 heat the endless belt 60 in a position before the endless belt 60 begins to be wound around the heating drum 52. Thereby the temperature at the time of starting the heating in the treatment to form the image by heat treating the recording medium is stabilized and the image of the high image quality can be formed on the recording medium even if the endless belt 60 is kept cooled on the near side of the preheating means 78 and 80.
