PROBLEM TO BE SOLVED: To provide a vibration damping device for reducing horizontal vibration which occurs in a building, having simple plate spring construction for adjusting the natural frequency of a vibration system for the vibration damping device in all horizontal direction. SOLUTION: A plate spring portion 41 is formed with plate springs 42, 43 arranged in an approximate L-shape in a downward view and connected to each other at their upper parts in preset ranges. The plate springs 42, 43 have slits 42b, 43b at the lower parts, respectively, extending to the vertical direction. The plate springs 42, 43 are connected to a frame (on a building side) or a mass member 3 with sliding portions 46, 47 movable along the slits 42b, 43b in the vertical direction, respectively.
