PROBLEM TO BE SOLVED: To solve the problem that a conventional waterproof sheet for the outer wall of a building does not almost contribute to the shielding of heat and the insulation of heat and, even if a moisture permeable waterproof sheet and an aluminum foil are integrated with each other in order to utilize the radiant heat reflecting action of the aluminum foil or the like, they do not fulfil the function as the moisture permeable waterproof sheet to bring about an increase in cost, the deterioration of processability and the deterioration of execution properties due to an increase in weight. SOLUTION: The moisture permeable waterproof sheet having waterproof properties and moisture permeability is used as a base material while the alumnum foil and a plastic film are laminated and through-holes are provided to the obtained laminate to form a radiant heat reflecting layer. This radiant heat reflecting layer is partially bonded to the base material in a lattice-like, stripe-like or dot-like state by dry lamination and integrated with the base material to obtain the moisture permeable waterproof sheet having a radiant heat reflecting function.
