PROBLEM TO BE SOLVED: To efficiently restrain toner consumption to the extent of making outputs useful. SOLUTION: Color picture elements are converted to monochrome picture elements (Step T3) when the kind of a copy is judged as a monochrome copy (YES at Step T2). The density of color picture elements that are not color edge picture elements is converted to 1/n (n is a positive number) (Step T6) when the kind of a copy is judged as a business color copy (YES at Step T4).
