PURPOSE: A device and a method for inputting characters on a chatting mode of an online video game using dual-shock are provided to transfer an intention quickly and conveniently by inputting Korean consonants/vowels for the chatting mode with use of buttons of the dual-shock for controlling a video game console. CONSTITUTION: The first memory(210) stores the consonants kept in more than one group. The first associator(220) associates a key combination for a consonant input key of the dual-shock with the group, and associated a frequency for a key combination signal of the consonant input key with one consonant included in the group. The second associator(240) associates each vowel stored in the second memory(230) with vowel keys of the dual-shock. A consonant extractor judges the group corresponding to the key combination signal of the consonant input key and extracts the consonant matched with the frequency within a predetermined time from the group. A vowel extractor extracts the vowel matched with the key input signal of the vowel input key. An operation controller makes the extracted consonant or vowel displayed on a display device while keeping a consonant/vowel combination rule.
