PROBLEM TO BE SOLVED: To provide a polymeric optical waveguide circuit nearly independent of a change of polarized light and undesirable thickness and refractive index changes which occur particularly in formation of a core layer. SOLUTION: The optical waveguide-coupler circuit device comprises a substrate, a polymeric lower cladding layer formed on the substrate, at least two polymeric optical waveguides formed on the polymeric lower cladding layer, a polymeric upper cladding layer which covers the polymeric optical waveguides, and a plurality of directional couplers fabricated by making two optical waveguides of the above at least two polymeric optical waveguides close to each other in a plurality of positions, wherein one end of each of the two polymeric optical waveguides is used as an input terminal and the other end as an output terminal. The two optical waveguides which connect adjacent arbitrary two directional couplers of the plurality of directional couplers are made different from each other in the effective optical path byΔL and this effective optical path differenceΔL is set at 0.28-0.39μm.
