PROBLEM TO BE SOLVED: To provide a photoreceptor polishing device which polishes the surface of a hardening photoreceptor and prevents degradation in print quality, and also to provide an image forming apparatus having the device. SOLUTION: The photoreceptor polishing device 7 which polishes a surface of the photoreceptor 2 includes: polishing particles having hardness greater than that of toner particles used for developing an electrostatic latent image formed on the surface of the photoreceptor 2; a polishing particle carrier 72 which comes into contact with the surface of the photoreceptor 2; a voltage application means 73 for applying a voltage in order to hold the polishing particles on the polishing particle carrier 72; and a layer thickness restricting member 74 which restricts the thickness of the layer of the polishing particles held on the polishing particle carrier 72.
