PROBLEM TO BE SOLVED: To provide a package of small capacity with a fluid stuff is filled in a flexible storing body and sealed which is small in width of an opening, capable of easily attaching a spout, excellent in appearance and convenience and high in filling ratio. SOLUTION: In a bag-making step 100, a web W consisting of a film and a sheet to constitute face and back sides of a storing body 2 overlaps in double-fold, a mandrel 106 for forming an opening is inserted between the film and the sheet, and both sides of the web are adhered with the web W opened in a cylindrical shape to continuously form cylindrical storing bodies 2a. The cylindrical storing body 2 is divided into unit storing bodies 2 by a cutting means 104 while maintaining the opening state of the cylindrical storing body, and transferred to a spout attaching step 200 to attach a spout S to a lower end opening part of the storing body 2 while maintaining the opening state by a transfer device 500 and a transfer conveyor 510. Fluid stuff is filled from an upper end opening part of the storing body 2 by a filling device 301 in a filling/sealing step 300, and the upper end opening part of the storing body 2 is sealed by a sealing device 302 to obtain a package 1.
