PROBLEM TO BE SOLVED: To solve the problem that static electricity generated by rubbing between a seat of a car and clothes of a driver during driving gives a hard electrical shock by a potential difference between the ground and a body of the car when getting off the car, in the social background that clothes made of synthetic resin fiber has been widely spread today and incident caused by discharge of static electricity frequently happens when getting on and off a car and living in a room having a carpet. SOLUTION: A floor mat in a car or a door mat in a room has a double layer structure including an upper mat given a conductive treatment and a lower sheet with a electrically wiring for discharge so that the upper mat is cleaned easily and an incident caused by static electricity is prevented. The static electricity generated by rubbing between clothes of a driver and a seat of a car turns to a current flowing between one leg on the mat and the other leg on the ground when getting off the car. Thereby, the electrical potential difference between the car and the ground is removed so that the driver and so on does not feels the static electricity with his hand by touching the body of the car when getting off the car.
