PROBLEM TO BE SOLVED: To provide an electrolyzing method and an electrolysis apparatus, in each of which effective chlorine concentration is kept in a fixed range with a simple structure. SOLUTION: A current is supplied between electrodes 1a, 1b from a DC power source 6 and sodium chloride (salt) water in an electrolytic cell 1 is electrolyzed. The function of one of the electrodes 1a, 1b is changed from an anode to a cathode and that of the other of the electrodes 1a, 1b is changed from the cathode to the anode at every constant interval of time. As the lapsed time becomes longer since the polarity of each of the electrodes 1a, 1b is inverted, the salt water concentration in the electrolytic cell 1 is made higher.
