PROBLEM TO BE SOLVED: To easily recover a state wherein normal authentication can be performed while maintaining security even when there is abnormality in authentication. SOLUTION: The communication apparatus has a communication means and authenticates a communication partner by using a digital certificate in the case of communication. The communication partner is authenticated by using an emergency public key certificate, the public certificate being a digital certificate not including identification information of an apparatus (S107), and when the authentication has been made successfully, an ordinary certificate that is a digital certificate including the identification information of the communication partner, is acquired and transmitted to the communication partner (S111). At such a time, it is preferable that, when requesting communication to the communication partner, the authentication is first carried out by using the ordinary public key certificate (S103) and when the authentication can not be carried out normally, the authentication is then performed by using the emergency public key certificate.
