PROBLEM TO BE SOLVED: To provide a sound absorbing insulation material which is lightweight and easily manufacturable even in a construction site as a sound absorbing insulation panel which is installed to prevent noise pollution to a periphery of a factory, machine facilities, or a railroad, an expressway, etc. SOLUTION: The sound absorbing insulation panel is constituted by forming a sound insulating coating layer on a sound-reception side surface of a porous sound absorbing panel. Preferably, the sound insulating panel is a porous concrete sound insulating panel such that the sound insulating coating layer is of 0.2 to 5 mm in mean thickness, or the porous sound insulating panel has continuous pores by≥30% of its total volume and 0.2 to 1.0 bulk specific gravity under oven-dry.
