PROBLEM TO BE SOLVED: To provide a method for measuring the complex dielectric constant of a dielectric, capable of measuring the complex dielectric constant of the dielectric with high accuracy. SOLUTION: An electromagnetic wave is input to a resonator 4 filled with a dielectric and a gas, and the resonance frequency, insertion loss and the half-power width in the resonance mode of the electromagnetic wave output from the resonator 4 are measured by a network analyzer 16, in response to the input of the electromagnetic waves and the complex dielectric constant of the dielectric is calculated from the measured resonance frequency, insertion loss and half-power width.
