<P>PROBLEM TO BE SOLVED: To provide an atomizing device which can atomize a liquid substance and control the quantity of discharge of the atomized liquid substance (effluence) easily and accurately. <P>SOLUTION: The atomizing device 10 includes a casing with a discharge aperture, a discharge means 14 which is provided in the above casing and is equipped with at least one discharge head which drives an actuator to change pressure in a cavity filled with the liquid substance and discharges the liquid substance as a droplet through a nozzle connected to the cavity, and an atomizing means 18 which is provided in the above casing and atomizes the droplet discharged by the above discharge means 14.
